Enhancing Portal Peduli WNI to strengthen citizen service and protection
This paper examines the role of the Ministry of Foreign Affairs, Indonesian Representatives Offices, and Diplomatic and Consular Officers in providing citizen service and protection for Indonesian citizens abroad, with a focus on optimizing the Portal Peduli WNI. Aligned with Indonesia's refocused diplomatic priorities stated in the 2021 Annual Press Statement of the Minister for Foreign Affairs, which placed strengthening protection of Indonesian citizens as a key priority, the government seeks to enhance protection through infrastructure improvements, budgetary support, and development of the Protection Integrated Mission (Perwakilan Perlindungan Terpadu – PPT) as mandated by Minister of Foreign Affairs Regulation No. 5 of 2018. Portal Peduli WNI plays a crucial role in creating an integrated online system for public service to Indonesian citizens abroad, supported by One Data Indonesia development through simultaneous citizenship data updates across all missions and establishment of an Integrated Data Operating Centre. The paper also proposes policy options as recommendations to strengthen the platform to enhance protection and citizen service quality for Indonesian citizens abroad.
