Protecting sovereignty through diplomatic means: A case study of how people’s Republic of China manages Xinjiang issue
This paper examines how the People's Republic of China (PRC) manages the Xinjiang issue through diplomatic means to protect its sovereignty, serving as a case study for Indonesia in addressing the Papua separatism issue, which also faces internationalization efforts and human rights violation allegations. Aligned with Indonesia's Diplomacy Priorities 2019–2024 (4+1 Priorities) placing sovereignty advancement as a main priority, the study explores PRC's diplomatic steps across three layers: (1) bilateral, (2) regional, and (3) multilateral, and dissects PRC's strategy in dealing with media coverage of Xinjiang. Through a case study of PRC's diplomatic approach, the paper provides concrete and applicable policy recommendations for Indonesia in managing the Papua issue through diplomatic means: (1) maintaining a solid and consistent position across all lines, (2) using economic modalities to gain bilateral support, and (3) implementing organic media and social media strategies to shape more effective international narratives.
