An Effective Strategy for Multilateral Cooperation Priority Programs
The Ministry of Foreign Affairs of Indonesia (MoFA) participated in 37 National Project Priorities (NPPs) between 2018 and 2021, covering issues such as border security, citizen protection, and international cooperation. Its participation in multilateral initiatives has contributed to maintaining peace, strengthening international law, and promoting cooperation. However, implementation has not been fully optimized due to a case-by-case approach and insufficient alignment between foreign policy priorities and national development goals. This paper recommends institutionalizing the NPP planning process through a more holistic, participatory, and inclusive approach, as well as developing a Multilateral Pillar Index to identify domestic and global trends and support more effective decision-making.
