Measuring Gender Equality in the MOFA: Creating Indicators for Evidence-Based Gender-Responsive Policy in the Workplace
The Ministry of Foreign Affairs of Indonesia (MoFA) has implemented gender mainstreaming policies to promote gender equality and justice in the workplace. However, systematic evaluation of these policies remains limited. This paper develops a Gender Equality Indicator (GEI) to assess workplace gender equality in areas such as education, career advancement, equal pay, representation, sexual harassment, recruitment, and family-friendly policies. The findings reveal that women remain underrepresented in senior positions, sexual harassment reporting is limited, and a gender pay gap persists. The paper recommends affirmative action, career development support for women, equal access to challenging assignments, family-friendly workplace initiatives, and victim-centered approaches to prevent and address sexual harassment. It also proposes adopting the GEI as a monitoring and evaluation tool to accelerate gender equality within MoFA.
