Preserving ASEAN'S Relevance and the Importance of the ASEAN Charter: What Role for Indonesia in The Case of Myanmar?
The 2021 Myanmar coup has exposed ASEAN’s limitations in responding effectively to regional crises, particularly due to its consensus-based decision-making process and the slow implementation of the Five-Point Consensus. This paper examines ASEAN’s decision-making framework under the ASEAN Charter and evaluates its effectiveness in addressing the Myanmar crisis. It argues that ASEAN needs to reform its decision-making process to strengthen its regional role and prevent further ambiguity. The paper also explores policy options for Indonesia to maintain ASEAN’s relevance and effectiveness, emphasizing that amending the ASEAN Charter could strengthen ASEAN as a rules-based community and improve its capacity to respond to future challenges.
