Calibrating Indonesia’s funding methods to United Nations Organizations
When donors contemplate providing financial support to United Nations
Institutions, they encounter a menu of funding options, which are mandatory and
voluntary contributions. With the further option to earmark for specific purposes,
donors' resources have real effects on UN governing bodies' authority, control over UN
programs, and UN operation efficiency.
This paper argues that Indonesia needs to calibrate its funding methods, especially by
capitalizing on the earmark mechanism. Using data of Indonesia's contributions to the
UN system for a decade (2010 – 2019), the findings guided policymakers
with rationales for Indonesia to calibrate funding methods. Without realizing that the
primary "vehicle" for influences must move beyond regular payment of mandatory
contributions and shift to earmarked voluntary funding as other countries have
previously done, Indonesia would always face difficulties to optimize its multilateral
priorities. Further, the paper provides two options for calibration, followed by policy
recommendations for decisions and actions available for the Ministry of Foreign Affairs
of the Republic of Indonesia.
