Quo Vadis Indonesia's engagement in the Pacific: Reinvigorating public diplomacy strategy
Indonesia's strategic interests in the Pacific region have evolved, with growing focus on protecting the country's sovereignty and territorial integrity, particularly in response to strong support for the West Papua issue among some Pacific countries, driven by regional proximity, a shared sense of Melanesian ethnic kinship, and Indonesia's poor image in the region. In this context, Indonesia's public diplomacy efforts to win hearts, build a positive image, and strengthen relations with Pacific peoples have become increasingly important. This paper argues that the Ministry of Foreign Affairs should design specific and tailor made programs targeting current and potential key group leaders in Pacific countries, while continuously engaging alumni of public diplomacy programs through a dedicated mechanism. Drawing on an analysis of the regional audience and dynamics, as well as lessons from Australia and China as major players, this paper applies Nye's three dimensions of public diplomacy to identify areas for improvement. It proposes short term measures such as holding an Indonesia Pacific Leadership Program, building an integrated alumni database, and publishing a regular E Newsletter; medium term efforts to add staff to Missions in Melanesian countries; and a long term initiative to establish a Centre for Pacific Studies in collaboration with a university.
