Optimizing Indonesia - U.S. bilateral relations to pursue the realization of Just Energy Transition Partnership (JETP)
Indonesia is committed to addressing climate change through the 2030 SDGs and the Paris Agreement, including the achievement of Net Zero Emission (NZE) by mid-century, with energy transition in the power sector serving as a key means to this end. To support this goal, Indonesia and the International Partnership Group (IPG) launched the Just Energy Transition Partnership (JETP), under which the IPG pledged USD 20 billion to help accelerate Indonesia's just energy transition. As the commitment and realization of JETP face growing scrutiny, this paper proposes that Indonesia pursue a bilateral approach toward the United States, as JETP's lead negotiator, and examines the extent to which Indonesia can optimize its bilateral relations with the U.S. to advance JETP's realization. The research finds that geopolitical dynamics particularly U.S. and IPG interests in balancing influence in the Indo Pacific shape decision-making within the JETP mechanism. It recommends that Kemlu, as foreign policy coordinator, implement three strategies: strengthening lobbying efforts with the U.S. Government, establishing a bilateral monitoring and evaluation mechanism, and advising line ministries to prioritize projects and synergies across partnerships.
