Constructing peacemaking process in Myanmar: A policy recommendation to get the State Administrative Council (SAC) to comply to ASEAN's Five-Point Consensus
Since the military coup led by the Tatmadaw in February 2021, the situation in Myanmar has continued to deteriorate under the State Administrative Council (SAC), which has waged a brutal campaign against resistance groups, escalating violence across the country. In response, ASEAN Member States agreed on the "Five-Point Consensus" (5PC) in April 2021 as a diplomatic framework for peaceful resolution, though the SAC has since abandoned its implementation. To advance the peacemaking process and address these implementation challenges, this paper proposes three policy options: persuading China and Russia to halt arms sales to the military junta, consolidating ASEAN Member States' commitment—particularly Thailand and Singapore—to block foreign extractive revenues to the junta, and utilizing Track 7 (religious) diplomacy. The paper argues that the third option is the most viable and beneficial in the long term, proposing an exchange program connecting Myanmar's ultranationalist Buddhist monks with peace-promoting monks elsewhere in ASEAN to gradually shift mindsets and support conflict de-escalation, peacemaking, and inclusive nation-building in Myanmar.
