Navigating uncertainties: Scenarios for Indonesia's blue economy development in the Indian Ocean

Indonesia’s blue economy development toward 2030 faces uncertainties arising from increasing geopolitical rivalry in the Indian Ocean and economic inequality. This paper applies a policy scenario framework to identify key uncertainties affecting Indonesia’s blue economy, develop possible future scenarios, and formulate corresponding policy choices. Based on interviews with various stakeholders, four scenarios are identified according to political and socio-economic conditions, ranging from more conducive to less conducive environments. The paper proposes policy options involving blue diplomacy, the use of favorable socio-economic and political conditions, empowerment of the socio-economic environment, and science-based prioritization to navigate these scenarios. It anticipates a favorable political and socio-economic scenario supported by political will, regulations, funding, stakeholder engagement, and positive economic growth, while emphasizing the development of blue diplomacy and coordinated blue economy policies.
