ASEAN on migrant fishers: What lies ahead?
This study examines ASEAN’s efforts to strengthen the protection and fulfillment of the rights of migrant fishers following Indonesia’s adoption of the Declaration on the Placement and Protection of Migrant Fishers during its 2023 ASEAN Chairmanship. The declaration represents an important step in addressing the protection of migrant fishers, who often face dangerous, difficult, and dirty (3D) working conditions. The study highlights the importance of intra-ASEAN cohesion, cooperation with external partners, and a unified ASEAN position in developing a regional agenda for the protection and promotion of migrant fishers’ rights. In this context, Indonesia plays a leadership role in shaping the ASEAN agenda through collaboration with like-minded countries while strengthening ASEAN centrality. The study also proposes short-, medium-, and long-term policy recommendations for the Government of Indonesia, particularly the Ministry of Foreign Affairs, to advance the protection of migrant fishers within ASEAN.
