Digital Economy Agreement: An instrument for advancing economic diplomacy of Indonesia
This paper examines the potential of Digital Economy Agreements (DEA) as an instrument for Indonesia's economic diplomacy to enhance trade and collaboration in the digital economy. Indonesia's digital economy value is projected to surge by US$ 400 billion by 2030 through DEA, aligning with economic diplomacy objectives to spur economic growth, people's welfare, and national resilience. Countries like Singapore and New Zealand that have concluded DEA have witnessed GDP boosts. Through key provisions such as paperless trading and e-invoicing, DEA can enhance existing economic agreements (FTAs and PTAs), promote greater Indonesian SMEs' involvement in digital trade, and leverage emerging technology issues like artificial intelligence. Currently, Indonesia has only begun negotiating one DEA—the Digital Economic Framework Agreement (DEFA) within ASEAN. The paper recommends DEA proliferation led by the Ministry of Foreign Affairs with relevant ministries through five policy measures: (1) incorporating DEA into the Grand Design of Economic Diplomacy (GDDE), (2) gathering business sector input before negotiations, (3) organizing negotiation training, (4) encouraging establishment of basic positions and DEA model templates, and (5) prioritizing DEA with countries already having FTAs/PTAs with Japan as a priority partner. Implementation can begin in 2024 or 2025.
