Enhancing the role of the Ministry of Foreign Affairs as a Foreign Affairs Coordinator: Reformulating The strategic
This paper examines the need to strengthen the role of the Ministry of Foreign Affairs (MoFA) as coordinator of foreign relations and foreign policy implementation, as set out in Law No. 37 of 1999 and Presidential Decree No. 116 of 2020. While the MoFA prioritises coordination with Indonesian representatives, ministries and agencies, and other stakeholders, there is still room for improvement to ensure that this coordinating role is fully reflected in the formulation of strategic objectives. In line with the 2045 Golden Indonesia Vision, which emphasises the importance of 'resilience diplomacy' for national transformation, the MoFA must reformulate its strategic objectives to reflect this vision, strengthening the coordination of diplomatic strategies, actors and policies across various fields. Using data analysis, literature reviews and benchmarking, the paper proposes three policy options: (1) in the short term, reformulating MoFA's strategic objectives; (2) in the medium term, optimising the Foreign Policy Coordination Forum to facilitate collaborative strategic objective discussions among ministries and agencies; and (3) in the long term, exploring opportunities for MoFA to become an evaluation institution for synergised diplomacy. Implementing these measures is expected to strengthen the position of the MoFA as an effective coordinator in achieving resilient diplomacy and contributing to the 2045 Golden Indonesia Vision.
