The implementation of e-diplomatic and service passports is intended to strengthen Indonesia’s diplomatic and consular services by improving passport quality and integrity, expanding visa exemption arrangements, and enhancing data management. However, its implementation faces challenges related to staffing, infrastructure, technical capacity, and travel arrangements. This study examines the implementation of e-diplomatic and service passports and identifies policy measures to support their effectiveness, including personnel strengthening, infrastructure development, and interagency collaboration. It also proposes the establishment of a Technical Implementation Unit and cooperation with relevant institutions to support system integration and certification. Effective implementation is expected to improve the efficiency and quality of Indonesia’s diplomatic and consular services.
