Amplifying the strategic role of grants in Indonesia's diplomatic endeavours: Legal and policy reform
Indonesia's position within the Global South presents a strategic opportunity to strengthen its diplomatic engagement and soft power through South South Cooperation, particularly through the use of grants. This paper analyzes the evolution of how Indonesia conducts South South Cooperation, along with the challenges and opportunities in leveraging grants to advance its foreign policy interests, highlighting the need for a timely review of Indonesia's policies and regulations governing grant disbursement. It further explores how Indonesia can strengthen the effectiveness of its grant programs to support its foreign policy objectives and position itself as a key player in international development cooperation, a role well suited to its strategic geographic location, economic growth, and ongoing diplomatic initiatives. Building on this analysis, the paper offers policy recommendations aimed at strengthening the Ministry of Foreign Affairs' leadership in this area and optimizing the use of grants as a strategic instrument to advance Indonesia's foreign policy agenda within the Global South.
