Seizing economic growth: The archipelagic outlook, capacity building and tech transfer in ocean and climate
Capacity building and technology transfer (CBTT) can strengthen Indonesia’s economic diplomacy in the ocean and climate sectors. As the world’s largest archipelagic country, Indonesia faces significant environmental vulnerabilities while possessing substantial maritime resources. However, CBTT cooperation remains fragmented across government institutions, limiting coordination and Indonesia’s ability to secure strategic technologies. This study proposes a tactical non-paper as a flexible framework to guide CBTT negotiations, strengthen inter-agency coordination, and align international cooperation with national interests. A more strategic approach could reduce dependence on external technologies and funding while strengthening Indonesia’s resilience and role as a global maritime and climate partner.
