This study examines the challenges facing Timor-Leste’s path to full ASEAN membership, particularly developmental gaps in infrastructure, governance, and human resources. It identifies fragmented capacity-building efforts, limited coordination, and inconsistent monitoring as key challenges in implementing the membership roadmap. The study proposes integrating Timor-Leste into the ASEAN Initiative for ASEAN Integration (IAI) or establishing a centralized coordinating body. Strengthening coordination and capacity-building mechanisms could support Timor-Leste in addressing developmental gaps and meeting ASEAN membership requirements
