Strategic consular approach in strengthening Indonesia's citizen protection: Case study in Lebanon
This study examines Indonesia’s strategic consular approach to strengthening the protection of Indonesian citizens in Lebanon amid an unstable security environment. Using a SWOT analysis, the study evaluates the strengths, weaknesses, opportunities, and threats affecting consular protection. The findings highlight the need to improve embassy preparedness, stakeholder coordination, and contingency planning. The study recommends regular Table-Top Exercises (TTX) as a short-term strategy, supported by Mandatory Consular Notification (MCN) and Foreign Office Consultation (FOC) as long-term policy measures. These approaches are expected to strengthen Indonesia’s capacity to respond to emergencies and safeguard its citizens in Lebanon.
