Utilizing privileges, courtesies and reciprocity on protocol to support the outcome of the visits of heads of state or government
Protocol privileges, courtesies, and reciprocity play an important role in supporting the outcomes of high-level state visits. However, the absence of a consolidated record of previous practices limits institutional memory and effective protocol preparation. Establishing a protocol courtesy database can systematically document privileges, courtesies, and reciprocal arrangements to support protocol negotiations, policy formulation, and logistical planning. The database can be developed through coordination among the Directorate of Protocol, relevant administrative units, and the IT Center, with data contributed by Indonesian missions abroad and regularly evaluated. This approach can strengthen institutional knowledge and improve the preparation and conduct of high-level diplomatic visits.
