Strengthening Indonesia’s international development cooperation: Policy inputs for infrastructure engagement in the Pacific
This paper examines Indonesia's international development cooperation as a diplomatic instrument to enhance presence and engagement with Pacific countries, focusing on grant-funded infrastructure projects. Data from 2019–2025 shows steady growth in both value and number of Indonesia's grant projects in the Pacific, with infrastructure accounting for 68.3% of total grant value allocated to the region. However, flagship infrastructure projects face recurring delays of up to two years due to systemic hindrances. The paper recommends a Trust-Building Mechanism (TBM) through structured bilateral dialogue to improve information symmetry and legal certainty. Establishing an annual Working Group on Development Cooperation (WGDC) with Fiji, Papua New Guinea, Solomon Islands, and Vanuatu is proposed as a policy option aligned with Indonesia's fiscal capacity and yielding measurable output indicators.
