From policy to Performance: A practical framework to leverage honorary consuls in advancing bilateral relations and protecting Indonesian nationals

This study examines strengthening the performance of Indonesian honorary consuls in supporting bilateral relations and the protection of Indonesian citizens abroad. Although Regulation of the Minister of Foreign Affairs Number 03 of 2021 established a legal framework for honorary consuls, its implementation still faces gaps regarding clarity, consistency, monitoring, and institutional memory. The study proposes two reforms: the implementation of comprehensive Standard Operating Procedures (SOPs) and the optimization of the Republic of Indonesia Honorary Consul Management Information System (SIM Konhor RI) as a centralized database and workflow system. These measures are expected to enhance accountability, transparency, monitoring, and performance evaluation of honorary consuls in supporting trade promotion, investment facilitation, cultural relations, and the protection of Indonesian citizens.
