Indonesia’s strategic leadership: Operationalizing the AOIP to reinforce Asean centrality and drive EU-Indo-Pacific synergy
This paper examines the role of Indonesia's leadership strategy in operationalizing the ASEAN Outlook on the Indo-Pacific (AOIP) to strengthen ASEAN Centrality and enhance ASEAN-European Union synergy in the Indo-Pacific region. ASEAN faces an implementation gap regarding the AOIP, while the European Union confronts credibility challenges in its Indo-Pacific engagement. Indonesia's experience with the 2023 ASEAN-Indo-Pacific Forum (AIPF) demonstrates the potential for translating AOIP principles into concrete projects. This study proposes a National Integration Strategy—led by the Ministry of Foreign Affairs—to align national priorities with ASEAN commitments and external partner resources, particularly through cooperation in maritime affairs, connectivity, and sustainable development. The strategy is expected to reinforce ASEAN Centrality, external partnerships, and Indonesia's role in Indo-Pacific cooperation.
