The role of Comprehensive Strategic Dialogue (CSD) Secretariat in realizing Chinese investment in Indonesia
This study examines the role of the Comprehensive Strategic Dialogue (CSD) Secretariat in supporting the realization of Chinese investments in Indonesia and strengthening economic diplomacy. The establishment of the CSD in April 2025—replacing the High-Level Dialogue and Cooperation Mechanism (HDCM) and the Joint Commission for Bilateral Cooperation (JCBC)—created a need for a dedicated secretariat to enhance inter-ministerial coordination, monitoring, and follow-up on bilateral commitments. Drawing on an analysis of multi-stakeholder platforms, the experience of the HDCM Secretariat, and approaches rooted in systems thinking and design thinking, this study recommends a Project Management Office (PMO) model for the CSD Secretariat. Its establishment is to be guided by a Policy Implementation Project Plan (RPIP) covering the strengthening of the legal framework, the drafting of Standard Operating Procedures (SOPs), the mapping of stakeholders and strategic investment projects, and the operationalization of the secretariat. The CSD Secretariat is expected to accelerate the realization of strategic investments and bolster Indonesia's economic diplomacy.
