Beyond official channels: Leveraging track 1.5 diplomacy to reinforce the Indonesia - U.S. comprehensive strategic partnership
This paper examines the use of Track 1.5 diplomacy to reinforce the Indonesia–U.S. Comprehensive Strategic Partnership (CSP) amid leadership changes in both countries. Following the elevation of relations in November 2023 and the adoption of the 2024–2028 Plan of Action, the America First approach under Trump 2.0 threatens CSP sustainability by narrowing cooperation in climate, sustainable development, trade, and inclusive growth. The study proposes Track 1.5 diplomacy—a hybrid mechanism combining official and unofficial dialogue—as a strategic tool to maintain bilateral momentum. Two policy options are assessed: collaboration with the Indonesian Caucus in the U.S. Congress and collaboration with the U.S. State Department. Analysis indicates the Indonesian Caucus as the recommended partner due to its bipartisan composition, resilience against political shifts, direct access to congressional debates, and ability to build Indonesia's visibility in Washington. The paper outlines a three-year roadmap (2026–2028) with a detailed first-year action plan, including engagement with Indonesian think tanks, Track 1.5 dialogue with the Indonesian Caucus, inter-agency coordination, and periodic evaluation.
