Asean Smart Cities Network (ASCN): Oppurtunities and challenges to optimize the promotion strategies
This paper examines opportunities and challenges in optimizing promotion strategies for the ASEAN Smart Cities Network (ASCN) to attract foreign investment and address the financing gap for smart city projects in Indonesia. Although ASCN has engaged four Indonesian cities (Jakarta, Banyuwangi, Makassar, and Sumedang) with 15 projects, major obstacles remain, including overreliance on public funds, limited private sector participation, and low familiarity among foreign investors. The study highlights that the Ministry of Foreign Affairs (MoFA) has not fully utilized its global diplomatic network to promote ASCN projects, despite holding an economic diplomacy mandate under Presidential Decree No. 150/2024. The paper recommends optimizing promotion strategies through institutionalizing regular promotional activities (exhibitions, seminars, workshops), strengthening collaboration with Indonesian missions abroad, and engaging ASEAN external partners. A three-year phased implementation is expected to increase foreign investment, strengthen partnerships, and accelerate progress toward ASEAN's vision of smart, sustainable, and inclusive cities by 2045.
