Indonesia’s energy diplomacy: Strengthening the role of the Ministry of Foreign Affairs in achieving energy transition 2030
This policy paper examines the role of the Ministry of Foreign Affairs (MoFA) in supporting Indonesia's target of 19–23% renewable energy mix by 2030 and its Net Zero Emission (NZE) 2060 commitment. The study highlights that Indonesia's energy transition progress remains below target, with renewable energy reaching only 16% by September 2025, due to fragmented domestic policies and MoFA's limited involvement. Drawing on systems thinking and comparative lessons from Finland and Japan, which have integrated net-zero targets into foreign policy, the paper demonstrates the importance of economic diplomacy, inter-ministerial coordination, and investment promotion by MoFA from the early stages of renewable energy project design. It recommends strengthening MoFA's role in climate diplomacy through international platforms such as COP, G20, and ASEAN, and aligning domestic initiatives with international commitments to accelerate energy transition and achieve NZE 2060.
