Navigating the waves of disruption: A strategic preparedness framework for Indonesia’s economic diplomacy
This policy paper addresses Indonesia's economic diplomacy vulnerability to geo-economic disruptions, including maritime chokepoints, supply-chain shocks, and geopolitical tensions affecting strategic inputs such as semiconductors. The Ministry of Foreign Affairs remains predominantly promotion-focused, with fragmented coordination and reactive decision-making when disruptions materialize. Using systems and design thinking, the paper identifies the absence of a synthesis function as the core bottleneck preventing coherent early response. Two policy options are assessed: rebalancing performance frameworks toward preparedness recognition, and establishing a preparedness synthesis mechanism that integrates dispersed signals into shared risk briefs and activation outputs. The latter is recommended, to be implemented through a five-year phased approach from pilot to full institutional embedding. This mechanism complements existing promotional functions to achieve optimal economic diplomacy outcomes while protecting Indonesia's strategic economic interests.
