Seizing the momentum of structural shifts in geopolitics to pragmatically foster lasting global stability and thriving human prosperity through an ASEAN concept of world order
This paper argues that Indonesia should leverage current structural geopolitical shifts to strengthen its international influence and reinforce ASEAN centrality by promoting an ASEAN concept of world order. Using systems thinking, SWOT analysis, and design thinking (including the SCAMPER model), the study identifies ASEAN’s capacity to generate meaningful strategic initiatives as the key leverage point; without strong initiatives, ASEAN centrality risks erosion amid US–China rivalry and an evolving international order. The paper proposes two options: the ASEAN Global Outlook (extending AOIP principles globally) and the Ascending Cycle of Human Civilization (ACHC) as the preferred option. ACHC retains ASEAN principles of sovereignty and non‑intervention while adding efficiency and a long‑term civilizational outlook as the basis for peace and prosperity, thereby shifting interstate behavior from security‑driven rivalry toward cooperation grounded in shared long‑term gains. The policy recommendation for Indonesia’s Ministry of Foreign Affairs (Kemlu) is to promote ACHC through a phased strategy: domestic consolidation, building ASEAN ownership, and mainstreaming ACHC principles in regional mechanisms such as the East Asia Summit, ASEAN+3, and RCEP, aligned with Kemlu’s 2025–2029 Strategic Plan.
