Institutionalizing human capability for AI-augmented diplomacy: A policy framework for Indonesia’s Ministry of Foreign Affairs
This paper proposes a policy framework for institutionalizing human capability for AI-augmented diplomacy within Indonesia's Ministry of Foreign Affairs. Although digital infrastructure such as Big Data Diplomacy and Kemlu AI has been developed, the primary constraint is no longer technological availability but personnel's ability to build, maintain, and effectively utilize these systems. Drawing on systems thinking, design thinking, and a multi-level digital transformation framework, the study identifies a structural gap between technological development and institutional adoption. Two policy options are assessed: (1) substituting conventional training methods with function-based, AI-focused capacity development; and (2) an Institutionalized Human Capability Framework for AI-Augmented Diplomacy that integrates competency mapping, structured training, pilot use cases, governance mechanisms, and performance incentives (KPI/SKP). The paper recommends Option 2 as the primary policy direction, implemented through a three-year phased approach beginning with governance establishment via Ministerial Decree, roadmap development, and pilot implementation in core units such as IKAD, Pusdiklat, and Pusdatin, followed by scaling and full integration by Year 3.
