Making a pathway for Indonesia’s civilian peacekeepers through a national database and roster system
This paper proposes establishing a national database and roster system to enhance Indonesia's contribution as a top ten contributor to UN peacekeeping missions, particularly in civilian roles. While Indonesia's military and police participation is significant, civilian engagement remains limited due to the absence of a structured system to identify, prepare, and deploy civilian experts. Through SWOT, systems thinking, and design thinking analyses, the study identifies structural challenges including fragmented systems, limited access to official platforms, lack of pipelines linking professional networks and training institutions, limited funding, weak incentives, and low public awareness. The paper recommends prioritizing Policy Option 2: building domestic readiness through a national database and roster of civilian experts as a foundational enabler for sustained participation. Implementation will be led by the Ministry of Foreign Affairs through the Directorate of International Peace and Security, with a phased first-year approach: coordination and data collection, stakeholder expansion and system development, and consolidation toward a scalable digital platform and roster system.
