Indonesia's semiconductor ambition: Strengthening Kemlu's strategic role in managing Indonesia's critical minerals (2026–2034)
Developing the semiconductor industry presents Indonesia with a strategic opportunity to expand downstream industrialization, increase domestic value creation, and support its 8% economic growth target. However, technological constraints, dependence on foreign capital and raw materials, and legal requirements within global technology ecosystems pose challenges to Indonesia’s strategic autonomy. This paper proposes a Sovereign Node strategy supported by techno-diplomacy to build a resilient semiconductor supply chain while upholding Indonesia’s Bebas Aktif foreign policy. Key recommendations include establishing a cross-sectoral Critical Technology Taskforce, developing special economic zones with intellectual property safeguards, strengthening ESG traceability, diversifying chemical inputs, and integrating skilled semiconductor professionals. This approach aims to strengthen domestic technological capabilities, reduce external dependency risks, and improve Indonesia’s position in the global semiconductor value chain.
