A strategic roadmap for Indonesia’s global sports diplomacy (2026–2045): Establishing memorandum of understanding Ministry of Foreign Affairs and the Ministry of Youth and Sports

Sports diplomacy offers Indonesia a strategic instrument to strengthen its soft power, expand international influence, and advance the Indonesia Emas 2045 vision. However, this potential remains underutilized due to institutional fragmentation and the limited integration of sports into national diplomatic strategies. This paper recommends establishing a memorandum of understanding and a joint task force between the Ministry of Foreign Affairs and the Ministry of Youth and Sports, supported by a long-term sports diplomacy roadmap. Implementation will proceed in three phases: strengthening institutional coordination and diplomatic capacity, expanding international partnerships and global exposure, and advancing Indonesia’s leadership in international sports governance. Supported by public-private partnerships and measurable performance indicators, this strategy aims to enhance diplomatic influence, stimulate economic growth, and strengthen Indonesia’s global standing.
