Bridging the normative divide: Strengthening Indonesia’s role through gender mainstreaming diplomacy
Global normative polarization over Gender Equality and Women’s Empowerment (GEWE) presents Indonesia with the challenge of balancing national interests, human rights commitments, and socio-cultural values. This paper recommends institutionalizing gender mainstreaming in foreign policy, strengthening Indonesia’s soft power through GEWE initiatives, and enhancing its role as a middle-power normative bridge-builder. Implementation involves eight strategic policy actions coordinated by the Ministry of Foreign Affairs through a gradual, flexible, and context-sensitive approach, supported by stronger bureaucratic coordination and multistakeholder engagement. This strategy aims to transform global normative divisions into diplomatic opportunities, expand Indonesia’s international influence, and establish its credibility as a bridge-builder while safeguarding national interests and respecting Indonesia’s socio-cultural context.
