Strengthening the deployment, protection, and vocational programs for skilled Indonesian migrant workers in the European Region
Europe’s ageing population and labour shortages create opportunities for Indonesia to expand skilled-worker placements. However, realizing this potential requires stronger vocational training, certification, legal protection, and interagency coordination. This paper recommends an Integrated National Action Plan for 2027–2036, focusing on aligning vocational education with European labour demands, establishing a digital migrant-worker governance platform, accelerating bilateral labour agreements, and strengthening joint protection mechanisms. This strategy aims to enhance Indonesian workers’ competitiveness, promote technology transfer, and safeguard migrant workers’ rights and dignity.
