"Digital Sovereignty as Diplomatic Infrastructure strengthening Kemlu's resilience from Pejambon to the world "
Digital transformation in Indonesian diplomacy requires stronger sovereign control over communication between the Ministry of Foreign Affairs and overseas missions. The Overseas Diplomatic Communication System (SKD) plays a crucial role in transmitting diplomatic instructions, coordinating crisis responses, and protecting Indonesian citizens abroad. This paper proposes strengthening SKD as an integrated diplomatic communication infrastructure through improved governance, crisis management integration, and enhanced interagency coordination. Implementation will proceed gradually, beginning with pilot projects in ten overseas missions and progressing toward a sovereign diplomatic architecture by 2027–2035. Institutionalizing SKD is expected to improve communication security, coordination effectiveness, and Indonesia’s digital sovereignty.
