The strategic implementation of diplomatic and service stay permits as the effective spearhead of Indonesian diplomacy
This policy paper examines Indonesia’s management of diplomatic and service stay permits as instruments for advancing national interests and strengthening diplomatic reciprocity. It explores how these permits can serve as negotiation tools while fulfilling Indonesia’s obligations under the 1961 Vienna Convention on Diplomatic Relations. The paper also assesses the benefits of digital transformation in improving administrative efficiency, transparency, and security. It proposes a strategic roadmap combining reciprocal policy implementation with electronic permit systems to enhance diplomatic leverage, modernize consular services, and support Indonesia’s foreign policy objectives.
