Indonesia’s Pivotal Role in Advancing Timor-Leste’s Path to Full Membership in ASEAN: Foundational or Formal?
Timor-Leste’s journey towards full ASEAN membership has been marked by significant milestones and challenges. Indonesia, as a pivotal regional player, has taken a leading role in guiding and facilitating Timor-Leste’s path to becoming ASEAN’s 11th member. Rooted in a spirit of reconciliation that has defined relations between Indonesia and Timor-Leste since the latter's independence, Indonesia views Timor-Leste’s accession as not only a fulfilment of the vision of peace but also a strategic move to bolster regional unity, stability and prosperity.
This paper explores the strategic role Indonesia plays in Timor-Leste’s accession process and recommends three policy options for furthering this goal: enhancing MoFA’s leadership in diplomacy, providing targeted development cooperation programs and advancing logistical and infrastructure support with external partners and international organizations. The policy recommendation is to prioritize MoFA’s leadership, with Indonesia taking a proactive role in advocating, facilitating and contributing for Timor-Leste’s membership as well as fostering consensus within ASEAN. Through these efforts, Indonesia can ensure a smooth and successful integration of Timor-Leste into ASEAN, reinforcing its leadership and promoting peace and prosperity.
