The global governance of artificial intelligence in the military domain: Indonesia's perspective
The integration of Artificial Intelligence in the military domain has been massive and at a rapid pace. States have been lured to invest in the development of AI, not only in civilian sector but also in the military considering the leverage offered by integration of AI in their military power. This integration has taken the forms of autonomous weapon systems and non-weapon military systems. This trend has posed risks to the maintenance of international stability.
This paper provides three options as a locus for Indonesia to be involved in creating global governance: The United Nations disarmament forums, a new body within the UN, and governance outside of the UN. This paper provides four options for governance measures: legally binding instruments, export controls and trade restrictions, voluntary norms, standards or code of conduct and principles, and confidence-building measures. This paper recommends that the United Nations disarmament forums and legally binding instruments will serve Indonesia’s national interests in this issue. This paper also suggests that Indonesia individually initiate a forum to discuss with like-minded countries and stakeholders to show its leadership in global politics representing the voice of the developing world.
